Georgia Requirements for Selling a Vehicle
Vehicle Title is Required
You must present the original title when selling a vehicle for scrap or salvage.
The title must be in your name — no open titles (where the seller's section is left blank) are accepted.
If the title is lost, you need to get a replacement title from the Georgia Department of Revenue (DOR) before selling.
Exceptions for Older Vehicles
If the vehicle is at least 12 years old and being scrapped (not resold), Georgia allows for the sale without a title if:
You complete a MV-1SP form at Hallman Recycling.
This exception only applies if the vehicle will be destroyed and not put back on the road.
Seller ID Required
You must show a valid government-issued photo ID (driver’s license, state ID, no passports).
Your ID information is recorded and kept on file for a minimum of 2 years.
VIN Recording
The recycler must record the VIN (Vehicle Identification Number).
A copy of the title or other ownership documents will be kept on file.
The sale must be reported electronically to the Georgia Department of Revenue or law enforcement.
Abandoned Vehicles
If you're scrapping an abandoned vehicle, you must follow the legal process for abandoned vehicles (includes notices, certified letters, and possible lien sales) before it can be scrapped.
